Making a new plane

Alright, so I'm a tenth level deity, and have 30 actual levels, I'm wondering if there happens to be a way to make a plane with altered time with what I currently have

No, planes are beings with power that eclipses your own. Feel free to make a demi-plane.

Genesis (http://www.d20srd.org/srd/epic/spells/genesis.htm) does the trick.

However, as a 10th level deity you are entitled to a godly realm without needing any other ability. You need to be at least Divine Rank 16 to give it time traits though.

What if I wanted to make an airplane? The kind that exists IRL, and flies? How advanced could be plane be before it's too unfeasible?

Guidance of the Avatar + Fabricate might work for that :smalltongue:

Alternatively, permanent Animate Objects, followed by grafting on Feathered Wings, giving it a Collar of Umbral Metamorphosis, sticking a Rapid Wrath in its hand, and welding a continuous item of Fly Like An Arrow. ~272 miles per hour. Make the pilot a Nimblewright (22k gold) to drop Haste on it every so often, and it's ~398 miles per hour. Not quite to the speed of a commercial jet, but we can then get the Wind At Back to double your overland travel speeds, to ~795 mph. Now it's a magic jet, that can Hide in Plane Sight, and is piloted by a robot. Just get some bombs to drop on unsuspecting dragons and you're golden!
