War Weaver + Incantatrix 3?

I was messing around with a build and I wondered: can you use the Incantatrix's Metamagic Effect ability to affect a spell cast through the War Weaver's tapestry? For example, using the ability once to persist all four of the bull's strength spells you just cast through the tapestry?

Alternatively, can I used the Metamagic Effect with Chain Spell to take a (single-target) buff and spread it around to nearby allies?
