can you use a buckler without breaking their class abilities restrictions

The Swashbuckler could use a buckler and not lose any class abilities. The Duelist, however, would lose her Canny Defense, Enhanced Mobility, Grace, and Precise Strike.

Swashbuckler doesn't specify that shields interrupt their class features. Duelist doesn't allow you to use a shield with some class features. Either way, both classes don't give enough to be actually worth investing build resources in them.

While we're on the topic: It still fills me with rage on etymological grounds that swashbucklers aren't proficient with bucklers. (Not that there's any penalty to using a masterwork buckler nonproficiently, but it's the principle of the thing.)

Clearly, letting the Swashbuckler use the buckler would have broken the game wide open. There must be some overwhelming reason why the game designers would - by choice - deny proficiency with a shield that is part of the word that makes up the name of the class.
