Githzerai Psionic questions

Hello I am Dming a game and am wondering why the Psionic githzerai (XPH pgs 11) has the same lvl adjustment (+2) as the marginally psionic base githzerai (MM pg 129) and what a more reasonable number would be, also would removing the the psionics from the base githzerai to qualify it for the Phernic creature template make it a decent +4 lvl adj?

The answer is A) because the basic Githzerai isn't all that great, and B) Phrenic is a powerful template, but perhaps the power level would be more suited to LA +3, depending on the party.
