3.5 - getting a Psion power from an other Discipline

Hello, i am looking for a way to get Astral caravane (Nomad psion power) on a Telepath.

is there a way to do that?

Precisions :
I am the DM.
It is an E6 game
A PrC taht can do it before level 6 may be a suittable solution.
I don't want to cheat because this character might be played by a player latter.

The feat, "Expanded Knowledge" will allow you to learn one power from another discipline list. As well "Hidden Talent" or "Wild Talent" (1st level feats)

Alternatively, if being a Psion (Nomad) is not set in stone, I believe an Erudite variant Psion can learn from all disciplines, but I'm unsure if it could learn a 3rd level power by level 6.

I think independent research can do it aswell. spend 200xp per week per spell level.

Well.. if you are the DM then there is a fairly simple solution.

Come up with a motivation for why a Gem Dragon or Simular powerful psionic entity would want to use Psychic Chirurgy upon the psion to give him knowledge of that power.

it might be a bit of DM's fiat, but i wont considder it cheating myself, and its certainly not something thats going to break the campaign.
