What's the story on this thing? I keep seeing it mentioned, but all the links are broken. Does it still exist? Is there an official source I can show a DM?

It still exists. It just got shoved into the archive (http://archive.wizards.com/default.asp?x=dnd/ask/20061227a) like (nearly) all other 3.5 articles on the WotC site. Just replace the www in the broken address with archive and you will find the others as well.
