Is that possible get dual casting without delaying spell level progression at any level?
In other word, you should be able to cast 6th at 11th, 7th at 13th, ect ..

Well, the easiest way to do that is going to be Gestalt.. Gestalt would allow you to go 20 Cleric// 20 Wizard not a problem.

Be careful, with enough cheese you can do just about anything.

Is there some specific goal for wanting dual casting?

Feats:
1: Magical Training (Wizard)
B: Versatile Spellcasting

At the end you will be a Sorc 17/Sha'ir 16
You can use Versatile Spellcaster to use either class' spell slots to cast and sorc or sha'ir spell known, or any wizard spell you have scribed into your book.
In the end you will be using the book to gain the spells on the level you seek, even the 9th level spells and casting them with Versatile Spellcaster.

Whitespawn Kobold Cleric (with precocious apprinence or another way to boost) 1 / Sorcerer 3 / Mystic Theurge 10 / whatever something, might be the best way to do it,

LA buyoff the Whitespawn template and you have a free Sorcerer caster level, grab Greater Dragonic Rite of Passage for another free sorcerer level,

I'd go with Sha'ir 10/Skypledged 10. Sha'ir is middle eastern-themed casting class from Dragon Compendium. Their mechanic is a bit like the spirit shaman's, only more complicated, but they can cast both arcane and (a few) Divine spells. Skypledged, meanwhile, is basically Mage of the Arcane Order for divine casters, a mechanism that happens to mesh really well with Sha'ir.

They asked for Dual Casting, so I assumed they wanted two casting classes, also Sorcerer is how they qualify for Versatile Spellcaster.

Archivist. Fulfills all of the actual goals of dual-casting (very broad list of potential spells known, thematic content common to both arcane and divine casting, enough spells per day that you never need to worry about running out past the early levels) with none of the unnecessary baggage (actually dual-casting).

Ardents are unique in having access to power levels based on their manifester level rather than their class level. So, for example, a Wizard 3/Ardent 2 with Practiced Manifester can manifest 3rd level powers, just as if they were an Ardent 5. You can then go into Cerebremancer or Psychic Theurge and only be delayed on the Vancian side.

Wiz/Ur priest into mystic theurge will delay your arcane by one level and accelerate your divine 9th-levels by 2 levels, if that's a good enough compromise?
