Just curious, have done a little searching but can't really find a yes or no, is it possible to have a were and a vampire?

If you put Lycanthrope on first, yes. Lycanthropes are monstrous humanoids, which you can Vampirize. You'd get the ability to alternate form into a zombified wolf/bear/etc, basically.

could you put monstrous vampire on it? is monstrous more powerful then regular vampire?
EDIT: after reading it, all it does is remove the need for a coffin.

Monstrous Vampires can be aberrations, animals, magical beasts, dragons, fey, giants, humanoids, monstrous humanoids, or vermin, so yes. The only difference is that they have a big rock instead of a coffin, and can turn anything on that list into another Monstrous Vampire.

I think you'll find that lycanthropes aren't monstrous humanoids, they retain their original type (Humanoid or giant) and gain the shapechanger subtype, that's it, so you don't even need to use monstrous vampire.
