What is the best NPC Generator on the internet or that can be downloaded for any edition.

I like Jamis Buck's npc generator as it's quick. You set a few parameters and it can spit out several that fit, allowing you to pick the one you like. The randomness means they're not optimized though. The original was 3.0 - someone has updated it to 3.5. I doubt there is a 5e version yet.
