Unseen Seer (Complete Mage) kind of does, but it's debatable whether it can give it to you if you don't already have it.

Swift Ambusher (Complete Scoundrel) makes Rogue give it to you, but you have to have it in the first place in order to take the feat. Same with Swift Hunter, only for Ranger instead of Rogue.

Swift Hunter and Swift Ambusher have skirmish as a a prereq.

Swiftblade gives an ability that works just like Skirmish, but isn't called Skirmish.

There's a halfling monk substitution level in Races of the Wild that gets 1d6 skirmish instead of Flurry of Blows, but only with unarmed strikes or monk weapons.

Yeah I'm playing a Swift Ambusher, but Needed the feats variant of the Rogue to play it right, so I'm now looking for other classes that add up to my Skirmish.

ALthough I could just keep pumping rogue, bonus feats are never bad.

Take a single level of ninja or spell thief and a single level of scout then take swift ambusher and use feat rogue level to advance skirmish.
