From the vestige Aym:
Halo of Fire: At will, you can shroud yourself in a wreath of flame. Any opponent that strikes you in melee takes 1d6 points of fire damage, unless it is using a weapon with exceptional reach. You can also deal 1d6 points of fire damage with each melee touch attack you make. Your own flame does not harm you, nor does it harm objects unless you will it to do so.

Would or could you add such damage to a regular unarmed strike. Say some one has a 16 Str. and hits with an UAS, would the damage, assuming medium attacker, be 1d3+3 +1d6?

You would not add the damage to an unarmed strike.

RAW, whenever you make a melee touch attack, you deal 1d6 fire damage. I know of no standard ability for creatures to make melee touch attacks apropos of nothing (while a touch attack is defined as touching someone, it's not a distinct action but baked into spells, abilities, etc. unlike a regular attack) so it's not that useful.

RAI, you gain a melee touch attack that deals 1d6 fire damage. Probably usable with iteratives.

Binder abilities are supernatural, so they are a standard action to use unless otherwise specified. Thus, standard action to poke. It must specifically state you get iteratives (like Otiax's Air Blast does) in order for you to do so.

If you made a melee touch attack for some other reason (such as to initiate a trip/grapple, or to deliver a touch spell) you would deal the 1d6 fire damage right?

This is RAW, but probably not RAI.
