Basically if the Campaign gave players buffs like Gestalt do you think it would allow for more customizability among player features?

While at the same by increasing their power level it also gives the DM more power/resources to utilize?

If so how?

You'd get more class features. However, that would exacerbate any discrepancy in character power. The players who are focused on power would have more tools for doing so, and those players who are more interested in novel abilities would achieve the same relative power as before, just with quirkier characters.

Not very often. It comes back to the rule problem where players think they can't do anything unless it is written on their character sheet. Does the sheet say ''skill: open locks''? If yes the player will do that, otherwise the player just sits there and does not engage in the game(other then to complain). If the sheet does not tell the player what they can do, lots of players won't even try.

And you will still have the Superman Problem. Even if a character does have all the skills, they are useless unless they are all at +20 some ranks. A skill only has use if the character can't fail in it's use.

A lots of players that say '' flexibility/customizability'' are just talking about doing more damage or killing more foes. You can find a lot of such characters out there: they can do like 100 damage in a round, but can do little outside of combat.
