It says you get BAB equal to your character level. Does that mean that your total levels in classes, your ECL, or your levels in the qualifying class?

As per the SRD:

Level
"Character level" is a character’s total number of levels. It is used to determine when feats and ability score boosts are gained.

Divine Power calls out Character Level. So, add all your class levels together to determine BAB.

Templates however don't do a thing (or more generally anything that increases your CR but not your HD or class levels).

FYI there is a max cap of +20 on this spell.
