Is there a artifact in any official source that creates an antimagic effect?

I had a player ask me about buying/finding one. And I figured I'd ask around before I go make one myself. Ideally it's portable, and has a decent story behind it. Similar to the first listed effect of the Annulus (http://www.dandwiki.com/wiki/SRD:Annulus), but obviously affecting magic and not Psionics.

Just chiming in, but Magic-Psionic transparency is assumed, IIRC.

So the Annulus effect would nullify magic as well as psionics unless it specifically says so (AFB atm) or if the DM says so.

There's the 'Antimagic Torc' from the 'Forgotten Realms: Underdark' book. Casts it as the spell 1/day for 25000 gold.
