So our party just met our recurring villain, a weak little goblin probably 2-3 hd. However our party is level 2, and he has a wand of fireball, as well he has a goblin cleric with him. Our party is a bard, a monk sorc multiclass, a barb, a paladin, a rouge and a cleric. What I am looking for is creative ways to deal with a low level enemy whose wand nearly killed half the party in one shot.

Wand/Scroll of Protection from/Resist Energy? Or Energy Immunity?

Level up a few times and get a counterspell?

Run the wand dry by dodging?

Sneak up close (invisibility) and sunder the wand?

EDIT 2:
Or just let him recur until you can defeat him?

Or just let him recur until you can defeat him?

So, about 1 more level. If the wand is an issue, I recommend this course of action:

Step 1: Get a pet barbarian. Those half orcs are so wacky, they think they're people.
Step 2: Give him a cheap weapon with a good crit range.
Step 4: Sic him on the Goblin (tell him the goblin insulted his hair, or lack thereof).
Step 5: ???
Step 6: Profit.

Are you sure the goblin is weak? For example, are you sure it is low level? If it is, and if it can use the wand without any 'use magic device' related failures, it must be a spellcaster with 'fireball' on its list, and relatively weak physically. How many hit points could this thing have? 12?

When you run into this thing again, just have everyone in your party charge it and attack it. Your rogue can even flank it for a sneak attack bonus. If you're right, it'll be down in a few swings and now your party has the wand.

If the goblin gets the drop on you and you're hit by a surprise fireball, do the exact same thing. Running away will just get you all fireballed a second time.

On the other hand, if the goblin is really a recurring villain, it may have story related 'plot armor' (not saying this at all a bad thing, just that for all we know he's really higher level or a mob boss or something). In that case, see if your DM will let you role play out a scenario where you track him down, raid his camp, and have the rogue steal the wand.
