1) Is a divine spellcaster afflicted by a dead magic zone?

Yes, even if you worship Mystra. Dead magic zones are tears in the Weave, and even the gods need the Weave as a medium to grant spells.

Particularly dedicated Mystrans (represented by the Cheater Initiate of Mystra feat) can get around this, but clerics without the feat can't, and neither can any other deity's clerics save perhaps Shar.
