Help me optimize a specailist caster

Greetings fellow Optimizers:

The DM is allowing just about any book, no magazines for sources.

I am allowed 15 ECL total for a character, so Race and or Template should be no issue, but I would like to keep the adjust under 3 for level buyback and prefer no races with greater than 1 HD.

So what I would like to make is a ray master, baleful caster who focuses on ability damage and crippling spells that don't allow saves.

What are your ideas?

and look at the fell drain feat and this to reduce metamagic costs. (http://brilliantgameologists.com/boards/index.php?topic=9876.40)

the negative level has no save and stacks.

use some way to chain or dual cast and take extra actions and boom. put it on a spell with no save at all like the orb spells.

you could build an artificer that uses wands of magic missile or low level orb spells with the metamagic spell trigger ability to add fell drain to your wand for just extra charges. reduce it and you use less charges (double check the wording of the reductions). and use dual wand wielder.

auto hit no save no spell resistance blasts of a low level that add a negative level (or hit dice) for huge debuffs. and eventually death. you can pump out at least 12 shots if you build correctly.

can you take 12 neg levels a round for long? how about 4? thats really really easy to get. thats a cumulative -4 to everything and -20 hp on top of damage. each round....

The mail man's brother, UPS man does what you want. It uses 'unavoidable' (no attack roll, no save, no spell resistence) status effects.

It uses AoE spells if I remember correctly, because rays often need an attack roll, but should give you enough ideas.
