Pious Templar + Battle Blessing

Since Pious Templars use the Paladin spell list does that mean that if they take the Battle Blessing feat from complete champion it will apply to their spells the same way it would apply to a Paladin's spells?

Technically, no. Using the paladin's spell list is just an easy way of listing all paladin spells as on the pious templar spell list; they are pious templar spells. However, it is both reasonable and perfectly balanced to ask your DM to let you use battle blessing with any of those paladin-esque PrCs.

is it me but they do not actually have the ability to cast spells. only the ability to prepare paladin spells in their existing slots. on the website it does not have any actual progressions including levelling.

No, they can, its just a pitifully small number per day, caps out at 2 1st-3rd lvl spells and 1 4th.
