So this is what I've come up with so far as a sort of rough draft

"Hubris is what led to the Fall. The Children of Irra built a golden world as a shrine to their might. It was a world where magic pervaded everything, and not a soul knew want. Great cities sprouted like beautiful gardens of culture throughout the world and all the races lived in peace...for a time, until the coming of the Red King.
The Fall was preceded by a time of discord. The Red King sent his agents out to sow discord, and like one who pulls at a thread for too long, Civilization began to fray at the edges. Lawlessness grew, long time allies began to war and soon the kingdoms of Irra fell into chaos one by one. By the time the great Oligarchs realized what was happening it was too late. The Red King had bided his time, until the fruits of his labor had rippened. He unleashed his shadow legions, and the world was consumed by darkness.
One last redoubt of light remained defiant until the end, like a great stone monolith battered by the waves of a storming sea. It was Great Gilead, the Bright City. Her warriors, ever stalwart, battled the darkness in a desperate defense. For a great time they held back the Red King. However they too could not hold out forever. And so the great Sedai of Gilead gathered and uniting all their power together sacrificed themselves to create a new home for the Children of Irra; Nibiru.
And now we wait here. While our world is infested, waiting. Waiting until the time when we can take back our home, and drive the darkness back into the abyss from which it came."

Nibiru: Nibiru is a city that exists in a magical pocket of space time. It is the home to the last of the Children of Irra. The Sedai of Gilead sacrificed their life forces to create it as a refuge for the Children to flee to before the darkness consumed the last safe harbor in Irra. Time moves slowly here relative to Irra, so many of the inhabitants live far past the normal life span of their respective race. In appearance the city floats on an island in a never ending sea of clouds surrounded by hundreds of smaller islands. The World of Irra: Irra was a world full of wonders. Great cities sprouted eveywhere birthing magnificient civilizations. The people advanced magic and technology to new heights creating a Utopia. When the fall began Irra was slowly transformed into a darker place. Few can say what Irra was like before the Fall, and even those that can have only what little history that was preserved to inform them.

Religion: The Revelations of Valo. Long before the fall, in ancient times, a prophet named Valo established the Faith of Light. Preaching a philosophy of enlightenment Valo's revelations spread accross Irra and became the dominant religion. It can best be desribed as a sort of union of Buddhist philosophy with Roman Catholic rites.

Valos First Revelation: There are two forces in the universe, constantly at war with one another. The Light, and the Dark. The conflict between these two forces can be seen in every facet of existence. The Domain of Light is harmony, life, growth, order, and peace. The Domain of Darkness is chaos, death, decay, violence, and depravity.

Valos Second Revelation: Light and Darkness are persistent and can not be fully overwhelmed by the other. They are part of everyday existence and must be balanced in our hearts.

Valos Third Revelation: Where as a shadow is cast by the strongest light there will always be darkness found within light. And as lightning will flash in the darkest tempest there will always be light found in darkness.

Sedia: The Sedai were an order of holy warriors possessing great power. They were devout followers of the Valonian Revelations. It is said that the Light blessed them with the ability to work miracles, and using this power they brought peace and order to Irra and ushered in a Golden Age. They were the first to warn of the coming of the Red King but the rulers of Irra refused to heed them. In the end the last of the Sedai gathered and sacrificing their life forces created Nibiru as a refuge for the last free people of Irra.

Factions:

The Conservatorium: A group of individuals who reside on a council of twelve who administer Nibiru. The council was formed shortly after the arrival of the refugees. Originally it had one representative of each race, however as time passed and the races began to mesh into a singular culture it was decided that the council should be expanded to represent the twelve quarters of the city.

Vanguards: An elite group who sometimes slip into Irra by means of magical portals to scout the enemy and reclaim lost artifacts from the Golden Age. They operate clandestinely, with strict orders to not engage the enemy n open combat. Their purpose is to strictly gather intelligence, safeguard Nibiru from incursions, and reclaim what knowledge they can from Irra.

Fortis: A group committed to the idea of leading a crusade to reclaim Irra. Led by a self proclaimed prophet, they are fanatical in their beliefs and accuse the conservatorium of purposely keeping the doors to Irra shut to keep the people under their control.

Ostati: A group of citizens who believe that Irra is lost and that all efforts should be put towards maintaining Nibiru and expanding it as a new home. They ultra conservative in their beliefs and also lobby the conservatorium constantly to stop the Vanguard operations.

Sounds good! A city with warring factions, a religion with both light and darkness, and a giant wasteland full of monsters, dungeons and treasure. Has all the bases and a cool theme.

What are the restrictions on magic? It seems like most of the good magics - namely the ones dealing with information gathering - are either completely absent or limited to relatively few people.

The only real limitation to magic is the availability of resources and knowledge.much of the lie of this civilization would have been lost in the fall of Irra. A magic user would have to adventure outside Nibiru to find arcane knowledge.
