I am looking for a list of increases and decreases. The ways to get them. Spells, feats, rituals, and things that don't take class levels mainly but if its only a one to two level dip maybe. If anyone has a link to a list that would be epic.

Also on a side note looking for ways to improve flying speed and maneuverability.

The Stone Dragon maneuver Giant's Stance let's you be treated as one size bigger, up to large, for determining damage dice of weapons and unarmed strikes.

What book is that in? It seems like it might be from Tome of Battle. at least it sounds like it is.

Return to Nature (http://kmalloy.cloudapp.net/dndtools.eu/spells/eberron-campaign-setting--12/return-to-nature--4914/index.html) will permanently reduce your size if you're a giant (more on how it works in this thread (http://www.giantitp.com/forums/showthread.php?109065-quot-Return-to-Nature-quot-The-World-s-Smallest-Giant-Warlocks-Rejoice).) If you want to play a specific race you can throw the half-ogre (http://www.realmshelps.net/monsters/templates/half-ogre.shtml) template on the race for +1 LA (not too bad with buyoff) that gives a couple of nice bonuses, most importantly for you Giant Blood. For a build that is very effective at using its new found mini size, check out this thread (http://www.giantitp.com/forums/showthread.php?401382-Thumbelina-Giant-s-Bane).

The forum classic Tiny von Big McLargeHuge (http://www.giantitp.com/forums/showthread.php?132294-Tiny-Von-BigMcLargeHuge) touches on several methods. Note that two of them (Slight Build, Jotunbrud) only make him count as smaller or larger, when it would benefit him.

Holy crap that is insane counting as fine - colossal all at once. XD I don't think I could do that and not get looks of disgust from my group. XD

half ogre is LA+2 in 3.5, it was only +1 in 3.0

and don't post stuff from the first site you linked. or wizards of the coast might shut down GItP too.

to the OP, if you want a template to incease size then half minotaur is LA+0 and gives large size. and keeps you humanoid which means you can be effected by enlarge person.

Well, it also horrifically violates the rules on a count or two. Like Compression and Expansion being actual size changes, so they cancel each other out; jotunbrud only counts for very specific purposes (and only counts to a flat Large, not one size category above), and likewise for Touchstone for Powerful Build.
