Are there any playable 3.5 races with a bonus to both dexterity and constitution? By playable i mean with a level adjustment of +1 or lower.

Hobgoblin, +2 Con +2 Dex Monster Manual 1 +1 LA

Also Whisper Gnomes from Races of Stone. +0 LA

Water Halflings +0 LA Unearthed Arcana


Several Anthropomorphic animals from Savage Species have no LA but 2-3 RHD.

Hobgoblin. They get +2 to Dex and Con, and +4 to Move Silently. Officially they're +1 LA but they really shouldn't be, considering the fact that those bonuses aren't really any better than the stuff the PHB races get.

My sources come up with: Hobgoblin (MM), Merfolk (MM), Chaond (MM2), Poison Dusk Lizardfolk (MM3), Chaos Gnome (RS), Whisper Gnome (RS), Gully Dwarf (DCS).

yeah, especially when stacked up against all the features that an elf or a dwarf gets. kinda seems like they get shafted.

Yeah, WOTC did their best to make the MM "evil" playable races as unappealing as possible. Usually they did it with crappy stats, but since Hobbos didn't get the shaft in that department, they instead got stuck with LA+1.

Dragonborn Muckdweller I think, AFB but IIRC that would be -6 Str, +4 Dex, +2 Con, -2 Cha, -2 Wis. That fey from MMII may be similar but less thematically appropriate as a Dragonborn when compared to a Tiny dinosaur.

Now I want to play a tiny dinosaur. How well would he work as like, a Scout using a blowgun or something? Literally 1+xd6 damage...

Arctic racial template (Dr#306): +2 Con, -2 Cha, LA +0

Norker (Dr#343): Small, +2 Dex & Con, -2 to all mental, LA +1

The Draconic Creature template gives +2 STR, DEX,* CON, and CHA, +1 natural armor, darkvision, and two claw attacks all for LA +1.

* I might be remembering wrong about the DEX bonus, but if so just pair it with a +DEX LA +0 race.

If we speaking about templates with LA +1, then variants are much much more numerous.

For example, take an Air Goblin (http://www.d20srd.org/srd/variant/races/elementalRacialVariants.htm#airGoblins)
Slap on template:
Blooded One (UE): +4 Dex, +2 Con
or Mineral Warrior (Und): +4 Dex, +2 Con
or Lolth-Touched (MM4): +4 Dex, +4 Con
or Arctic (Dr#306) + Draconic: +4 Dex, +2 Con
or Feral (Sav) + Draconic: +2 Dex, +2 Con

(Lesser) Wispling (planetouched from Fiend Folio)
Draconic: +4 Dex, +2 Con
or Feral: +2 Dex, +2 Con

Mongrelfolk Shadow-Walker: +2 Dex, +2 Con
or Mongrelfolk Unseelie Fey: +2 Dex, +2 Con; LA +0

Warforged with Incarnate Construct is a good way to cut down LA while keeping bonus to stats
Say, Voidmind Incarnate Construct Warforged: +2 Dex, +6 Con; LA +1
or Half-Janni, if you can manage it: +2 Dex, +2 Con

If your DM is stubborn about hobgoblin LA you can just buy it off, then catch up with the other players.

+2 Dex, +2 Con, +2 Cha, 40 foot move, plus Dragonborn abilities? Not too bad for +1 LA - better than some, anyway...
