Who can Create a Magical Trap?

Hello playground. This pertains to 3.5 edition.

I seem to have missed something regarding magical traps. Does one need a certain skill, feat, etc. to create one? A certain combination of spells?

Apart from paying the costs, what are the rules for creating a magical trap? (Or at least can anyone please point me to the specific source?)

It requires Craft Wondrous Item (pg 67 DMG) and the rules are on pages 75-76.
