I remember there is a book with a nation ran by three Medusa sisters. but I cant remember the name of it. >.<

I dont know about any medusa sisters ,but Droam is run by 3 hags called the Daughters of Sora Kell.

Several books actually: Droaam and the Daughters of Sora Kell are described in a general sense in "Eberron Campaign Setting" (6 pages worth). "Player's Guide to Eberron" has another 3 pages. Quite a bit of additional information including history and how they founded the nation is in "Forge of War".
