This is a race from the 3.5 splatbook Sandstorm, the bhuka.

The Bhuka

Living in dry arid areas, in the verdant arroyos and the high mesas, dwell the bhuta, a race that have turned away from the ultra-disciplined and violent ways of their hobgoblin cousins for a live at one with the winds that blow over their dry homes. A highly cultured and civilized race, the bhuta have colonized many areas and set up their distinctive culture on many worlds.

The bhuta are medium size goblinoids, standing 5 to 6ft tall and weighing around 150 pounds. They resemble their hobgoblin cousins in many ways, but the demands for the areas in which they call home have shaped the race, in order to survive the demands of the waste. They have succeeded, and not only do the Bhuka survive, they have prospered in areas in which lesser races perish.

The demands of the desert and the sands have left their mark on the bhukas in several ways. The most notable is a large neck frill, and serve as a cooling aid in the heat. Their ears are large and they can be folded flat against the head, and their nostrils can be closed to keep out dust and sand, and lashes that protect their eyes are thick and long to protect from the wind. To move across the desert sand and the rocky terrain, a bhuka has very tough and calloused soles to his feet, to protect in the waste, with toes sprayed to allow for quick movement over tough terrain.

light clothing, pale when tight and dark when flowing are also a feature of the bhuka, as well as the geometric patterns and abstract images that decorate the clothing. Blue paint is used to identify the social position and conveys a wide range of meanings to other bhuka.

The Bhuka are a settled race that prefer to inhabit the peaks of hills and the summits of mesas for protection, building adobe buildings with thatched roofs that are entered from the top, and are often multi storey. The buildings are often decorated with frescoes in the same blue paint that is used to decorate their bodies, and most pueblos are built around a fire pit. For defence, the druids of the tribe often grow cacti and thorny bushes around the pueblo. Familes of desert jays that take up residence around their pueblo, and these help to give warning of outsiders.
