So, I was looking over the intelligent item page on the pathfinder srd, and could find no mention of how to resolve certain instances of the abilities that let an intelligent item cast spells x/day.

How do you determine the items Attack Bonus if a spell would call for an attack roll? Say you gave an Intelligent Item Produce Flame 3/day. How would you determine its attack bonus? It has no HD or class levels. It has Str and Dex N/A. So would it use the wielder's attack bonus, be unable to use the attack portion of the spell, use the modifier for its highest mental attribute like when setting a DC for spells that allow saves?

If there is no RAW to this, could I get some reasonable ruling advice.

Much like a scroll, use the caster level of the creator to determine the caster level(class level, hit die) of the item. Set the mental stat to be based on caster/highest stat, up to you.

If the item is casting the spell through its controller, use their stats. If not, the ego modifier is a pretty solid base attack bonus. An item that is simply aware is not going to be as good as an item that is aware and powerful.
