Totally Kaius 'the third'. He's almost like an antihero! He made a deal to save the people of his country, then once he had enough control kicked out the Emerald Claw. Also he is just in general a vampire, which is crazy and weird.

Also, who do you think is the ruler of Thrane? Because I will mention that Jaela Daran (also known as Duran Duran) is Hungry Like The Wolf.

Kaius, Boranel, and Jaela Daran all impress me for their own reasons. Kaius, for being such a badass and doing his worst to do his best by the country he helped screw up. Boranel, for being the only non-horrific result of the idea "cross Sean Connery with Queen Victoria". Jaela, for being marginally more competent than rulers 40 (or 140) years her senior. Sure, the CotSF has plenty of corruption. But it's still better than Aundair.
