Basically, I took the Rat ('http://www.d20srd.org/srd/monsters/rat.htm') from the SRD and added a few electricity attacks and raised its HD.

I'm mainly concerned about the Challenge Rating of the thing, since this is pretty much my first attempt at Homebrewing something. Any ideas?

I'd actually say drops it's CR to 2, since it's only got one d8 hit die.

Yeah, lower it to CR 2 because of the HD...one hit and this thing is done for.

Yeah, give it a 30 ft. speed, 3d10 HD (magical beast), and then it should be good as a CR 3. The shocker lizard has 2 HD, immunity to electricity, and a couple other things, and is only CR 2.

Yeah, I'd say 2 or maybe 3 HD. Also, as a suggestion, this might make more sence as a magical beast, which would change it's hit die to a d10

I knew I forgot something. The rat that I used as a base for it was non-magical, so it had low Int. Forgot to fix it. I also gave it a bit of Charisma at the same time. It is, after all, cuter than your average rat.

True, we were basing it off the main pikachu, which was supposedly above the average of others....so yeah, 7 or 8

I used Pikachu as inspiration, but I do want it to be its own creatures. Right now, I picture it as more of a light-furred mouse than a rat. While I'm willing to make some changes to make it similar in concept to Pikachu, I don't want to go too far in that direction.

Perhaps, in part, that's because I don't want to picture a party of adventurers lopping the head off a pikachu.
