Looking for Monster with Shapechange

I am almost 100% certain that I have seen a monster with either shapechange at will or a permanent shapechange effect. The problem is, I have no idea where I DID see it.

It would be great if someone could tell me where to find it or at least what the name of this monster is.

Or if I am simply delusional and only imagining this monster. Being told this would be great too, although not as much.

An aleax (Book of Exalted Deeds) can use shapechange, as the spell, at will, caster level 20.

Checked it after I saw the thread. Turns out the siabrie (http://archive.wizards.com/default.asp?x=dnd/fw/20020817a) only has shapechange thrice a day. Enough for just about any purpose, but doesn't technically fit the stated requirements.
