With only two arms is it possible to dual wield pistols and still reload as a free action to keep all the attacks going?
Or is something like a third arm required?

Rules for firearms state you need a free hand to reload, so you'd need a two level alchemist dip an extra arm. Or to find some way to not have to reload your guns (like by being a Pale Stranger).

There are a few options that involve growing a third arm, tentacle, or magic hair. Without that, there are two ways that I know of to reload two guns with only two hands. The first is the juggler bard archetype. The second is more widely available, but has a big cost: the Gun Twirling feat.

The juggiling archetype looks perfect for it. :3
Fit's style wise too, cause imaging someone holstering and unholstering 5 times in a round (which is about 6 seconds) is pretty ridiculous. XD

If you have extra arms/hands, these can indeed be used to reload.

You could also use pre-errata weapon cords. Full attack with both pistols, drop the weapon with more ammo (typically the offhand, as the main hand gets more attacks), reload the one with less ammo as a free action, recover the dropped one as a swift, repeat each round. Sadly these were nerfed through the floor, but for a home game this can be overlooked.

I've built characters for pulling off this dual-wielding pistols thing. By 20th level, they can be making up to 18 attacks (GTWF+Rapid Shot+Haste+Double Barreled Pistols); considering the tech level said pistols are at, that is arguably just as ridiculous as a gun juggler.

Because effectively dual-wielding is too friggin' expensive as it is. Adding another 3+ magic weapons would exhaust even the wealth of a high-level, super-high WBL character...or would require some ridiculous free gold tricks that almost no DM would ever let fly in their game.

There's a spell for reloading ranged weapons once per round with conjured ammo/powder automatically, but that's not quite what you're looking for here. http://www.d20pfsrd.com/magic/all-spells/r/reloading-hands Other than that, I'd go with the Juggler, invest in a Beneficial Bandoleer, stuff like that.

If you wanted, you could UMD a Wand of Reloading Hands for one free reload every round, maybe Abundant Ammunition as well http://www.d20pfsrd.com/magic/all-spells/a/abundant-ammunition , which is great for spell-boosting ammo.

ETA: Maybe invest in extra long handles for Wand Chambers for these and other good spells?
