So in D&D 3.5 you have to have 10 + Ability Score of Spell Casting Class to cast a spell of your spells. For example level 1 needs 11, level 2 needs 12, level 3 need 13 and etc.

So my question is for 5e Spell Casting and do I need an ability score for the levels.

For example wisdom 13 can I cast level 4 spells for cleric.

No.
Your casting stat has three different applications (Other than the standard applications):
Spell DC,
Spell to-hit,
and requisites for multiclassing.

No. You could be a Wizard with 8 Intelligence.

You'd have a very hard time actually hitting enemies with spells, though. And you'd only be able to prepare WizardLevel-1 spells. So a first level Wizard would have 1 spell. A 5th level Wizard would have only 4 spells prepared, whereas a 5th level Wizard with 16 Intelligence would have 8 spells.
