Psychoactive Skin of Ecto Armor 3.5, is it upgrade-able?

Heya!

So, this skin says it armors someone in something treated as light armor for class skills and such. I was just wondering if it can have armor effects added onto it, with the gold to afford it. Like, I was looking to put Greater Blurring on it. I'm already planning to use a dragonhide breastplate with that, but this skin just sounds cool. =p

Alternatively, I guess I could get a cheap-y normal armor, put the effect on it, and it sounds like this skin would work with it, because it's a tool and not armor? I get that it would override the small AC of the hide or whatnot, but I just want that greater blurring.

RAW, no. It is not armor; it is a wondrous item. However, A&EG has rules for adding armor enhancements onto bracers of armor, so check those out/show them to your DM and see what they think about adapting them to the skin. It doesn't seem unreasonable to me.
