Assume I can't take a single class level in any class involving psionics.

Is there a feat to become psionic, or a magical item that grants 1 PP/Day?

Wild Talent (XPH) gives you 2pp (and thus the psionic subtype). There's Hidden Talent too which does the same and also gives you a 1st level power of your choice.
For items there's the Manifester weapon/armor enhancements. Get it on a shuriken to save money.

There's a selection of variant humans in Complete Psionic that give up their racial bonus feat in order to gain a power point reserve and a 1/day psi-like ability.

Phrenic Creature template (LA +2, Expanded Psionics Handbook) gets Psionic subtype

Half-Giant is (Psionic), and kinda count as Human

All Elans (http://www.d20srd.org/srd/psionic/psionicRaces.htm#elans) are ex-Humans (http://en.wikipedia.org/wiki/Elan_%28Dungeons_%26_Dragons%29) (and look mostly like Humans too)

Illithid with failed ceremorphosis (http://en.wikipedia.org/wiki/Illithid#Illithid_biology) - it's Illithid, but look like a Human

Note that Hidden Talent is listed as an optional feat which the DM can choose to allow, if he wants a more high-powered high-psionic game. If it exists, it replaces Wild Talent.
