Do these two stack? For instance, if I'm playing a Fighter 4/Wizard 13 with the Practiced Spellcaster (Wizard) feat, and pick up a level of Archmage and choose the Spell Power ability, is my caster level now 19? Or does the line in Practiced Spellcaster that says "This benefit can't increase your caster level to higher than your Hit Dice" mean that it doesn't stack with the Spell Power ability?

Yes, it means exactly what it says: you can't exceed your HD with Practiced Spellcaster; its benefits will auto-reduce (down to 0 if necessary) to maintain that limit.

Practiced Spellcaster has that limitation, but Spell Power does not. Practiced Spellcaster will increase you caster level up 18(your HD), but Spell Power can still increase it by another +1, to 19.

However, if you were a Fighter 1/Wizard 16/Archmage 1, your CL would still be 19 due to the limit.

The bolded part is incorrect. The Practiced Spellcaster limit always applies. You can't get its benefit and then ignore the limit while you add other CL boosts.

Practised spellcaster's limit applies to it's bonus only. Apply it first, then apply another bonus which does not have that limit, and you're gravy.

In other words, you get to apply bonuses in the order most beneficial to you. On that subject, "applying bonuses in the order most beneficial to you" is an often quoted rule. Does anybody know the book/page or SRD reference that actually says this?

It doesn't appear in any of those. It's a Skip Williams house rule, which you can find in the FAQ.

I suppose it would pretty much boil down to which of the two you apply first.
