Dispel Magic Items?

Did I read Dispel Magic correctly? Permanently remove all magic from an item forever? At 3rd level!?

Is this insane or just stupid?

You did not read it correctly. All it does is end spells. An object with a spell cast on it is not the same thing as a magic item. A stick with Continual Flame cast on it would lose the Continual Flame. A sword +1 does not have any spells active on it, and still wouldn't after the dispel.
