There is an interplanar lost and found office.

I would really like to incorporate this to my campaign, but it's hard to do without making it awfully silly.

I think I'd either make it the subject of a quest to find some lost artifact macguffin players need to save the day, or have it be a Pratchett style roving shop that is itself often lost to drop a macguffin off as the start of an adventure.

Oh, or a known, necessary, but difficult to find part of of the eastern celestial uber-bureaucracy.

Once found, maybe make it into a planar touchstone of some kind...

1. have the "lost and found" office be a front for an interplanar thieves guild. the real "lost" items are sold after 1 month of no claim and the rest of the items are all items that have been stolen and after 1 month (heat cools down a bit) they are put up for sale as lost items. unique items are "sold" privately.

2. the lost and found office is a noble organisation that returns people or items to the desired destination, regardless of peril or plight.

3. the group is called "you lose it, we find it!" and is mercenaries/ investigators (mainly the latter but they have bodyguards) that can be hired to find anything. artefacts, people, information and "other specialised missions", for the right price.

since the simplicity of the other posts i will add - you can have the party as part of the organisation, or against them.
example of against is the thieves guild one.

Party works for the L&F. They have to return some of the more... Exotic things that show up.

I would run this as a sort of Warehouse 13 / SCP Foundation styled game where the Lost and Found is also responsible for removing more dangerous items people have unleashed in the wrong world. I would set this place probably someplace in Sigil or the City of Brass or some other extraplanar hub. The premise being they collect artifacts left behind after travelers get killed in other planes. (Example: An Eberron Lich gets bored and decides to go to Sigil and find a vacation travel agency of some kind. He is then pointed at the Forgotten Realms and the Lich goes there. He then gets destroyed by chance by some adventurers who run into him. He drops several treasures that should not exist there, including an elemental bound weapon and an Eternal Wand and perhaps a Schema. The Lost and Found's duty now becomes very simple. Make those items Lost to the people who Found them.)

The other side of the Lost & Found's business represents Acquisitions and Returns. They are contracted to regain things stolen or misplaced, and their agents have a SWORN OATH to return mysterious items, people, or things who got lost in Sigil to their appropriate owners/family. This is assuming 3.5 or Pathfinder ruleset in my case.
