Am I right that this feat requires you to be good or choose turn instead of rebuke as a neutral Cleric?

And would you care about turn/rebuke at all in an E6 setting? Or would you just use it as a battery for feats?

Turn is pretty useless, compared to what the feats can get you. Swapping a domain out for a devotion feat can get you a good way to use those turns if you don't have the spare feats.

Good clerics and paladins and some neutral clerics can channel positive energy, which can halt, drive off (rout), or destroy undead. Evil clerics and some neutral clerics can channel negative energy, which can halt, awe (rebuke), control (command), or bolster undead. Regardless of the effect, the general term for the activity is “turning.” When attempting to exercise their divine control over these crea- tures, characters make turning checks.

Turns are just the generic term. Some feats might specify one or the other, but if it only requires "turn", then it works for either.

I always figured this was the idea behind the requirement, however there are some feats that explicitly require Rebuke Undead (Profane Boost for example). I generally house rule that they're interchangeable unless it mechanically wouldn't work (again, Profane Boost).

No, you're not right. The Complete Divine feats summary (page 78) says the prerequisites are "Heal 8 ranks, ability to turn/rebuke undead". The main body of the feat (page 84) doesn't disagree, but it's less complete in that single respect.

There are two versions of this feat, one in CDiv and the other in PHII.

Both feats require Turn Undead so being able to Rebuke doesn't work; though there are other ways of getting Turn Undead even if you start with Rebuke.

I didn't look at the feats table, but yeah, there it stands. What takes precedence?
