it says you use up an 8th lvl spell slot... so do you have to HAVE an 8th lvl spell slot? its not one of the prerequisites.

also its says you can use it once a round at will. what does that mean? is it a free/immediate/quickened action? do i get it unlimited times per day?

There are a bunch of Innate Spell feats, which one do you mean?

And 'at will' means unlimited times per day. It normally takes a standard action.

Um, yes. If you don't have at least an 8th-level spell slot, you don't have any spell you can put into it, barring researched spells of -1 level or lower. You could technically take it, but you couldn't ever use it, because you choose the spell when you take the feat.

You use it as whatever it normally would be; if you took feather fall, it'd be an immediate action. If you took Summon Monster I, it would be a full-round action. If you applied it to a quickened spell (which would need epic spell levels), it would be a swift action. For most spells, it's just a standard action. You do get it unlimited times per day; that's the point of the feat.

The one in Complete Arcane requires you to give up a spell slot that's 8 levels higher then the spell you're using it with, not simply an 8th-level slot. If you don't have such a slot, you can't use the feat; that's even mentioned in the feat's description.

Because of that, unless you're going to go into epic levels you can only take Innate Spell with a 0 or 1st-level spell. You'll probably have a ton of slots for those spells anyway, so Innate Spell isn't quite as good as it sounds, for casting without limit anyway.

EDIT: As for the casting time...it's a spell-like ability. And unless otherwise stated, which it isn't, using a spell-like ability is a standard action. (For the same reason, it has no verbal or somatic components; the feat text overrides the general rule on XP, material components and focuses.)
