It's 8/10 casting, not full.

Ruathar (Races of the Wild): 4+Int, 3/4's BAB, full casting, two good saves, a few useful things. Only three levels, though. (already mentioned)
Druid (technically not a PrC, but still; there's few PrC's you add to Druid that are better than more Druid, well, except maybe...)
Planar Shepherd (Faiths of Eberron)

Any prestige class that you enter with a 16 or higher int.
