Ok, so something was brought up in a campaign I joined. And it's a toss up between the entire group, and I can't find anything about it. Do Cloak of Resistance and Vest of Resistance stack?

Not if they both provide resistance bonuses. PHB pg. 171: Bonuses of the same type do not stack (with a couple exceptions, but resistance bonuses aren't one of those exceptions).
