What is the DC for fear special ability? Please Help

I have a player whose character transforms and during the transformation witnesses must make a will save to prevent being overcome with fear. What would the DC be to keep from being overcome by fear.

This is a homebrew ability, I assume. If not it should be listed under the creature's ability.
In any case, natural abilities are usually 10 +1/2 HD + ability modifier (usually Charisma)

Basically, this sounds like Frightful Presence, only it occurs during the transformation. BWR gave good advise, as that is exactly how Frightful Presence is calculated.
