Are there any abilities a pirate should have at first level that aren't covered by an existing class? I think that most classes can easily be pirates and the few that aren't just require intresting rp justification.

You did not tag what system. If this is 3.5, swashbuckler, if this is 3.p again, swashbuckler. If this is 2e I am pretty sure it is a rogue kit. In 5e, what does it have that a sailor lightlyarmored dex fighter doesnt have. If you tell me what you want from the class and it is 5e I could probably try to make a varient or something.

no problem.

Just a heads up, from what I understand the first 3 levels of the class are fun and flavorfull but every other level is kind of weak and boreing.

I think there is a feat called dareing outlaw that helps it multiclass with the rogue, so I would recomend that.
also get dread pirate prestige class.

yeah I am not sure if this is possible but I beleive a good pirate build is swashbuckler 3/rogue 7/dreadpirate 10. I am not much of a min maxer but it sounds fun at least.

I can certainly recommend a lot of 3rd party material. Green Ronin's Freeport or their Mythic Vistas: Skull & Bones book; Necromancer Games'/Sword & Sorcery line has Dead Man's Chest;and there's d20 7th Seas from Alderac Entertainment for starters.

I'm actually running a nautical campaign right now, and how I would build a (5th Edition) Pirate is as a Fighter, Rogue, or Ranger, lightly armored with the Variants for the Sailor Background and the Ship's Passage feature: Pirate with Bad Reputation*. Page 139 of the 5th Edition Player Handbook.
