Is there any kind of a guide which shows what items are appropriate for what levels. Iwas reading a couple of guides and saw reference to 9th level Iems and the like and was wondering what they mean by this.

The only official ones that I'm aware of are the lists of magic items, found in the DMG or SRD, which are listed on tables that are split up into minor, medium and major items:

Otherwise, following the 'wealth by level' guidelines in the DMG are a good bet.

Magic items are often have levels listed in their entries, but those are more for item usage and creation.

The MIC uses a magic item's level as a guide to what is appropriate for characters of certain levels.

If you want an official item generation method and you don't have the DMG, the SRD has a treasure section. Use this link (http://www.d20srd.org/srd/treasure.htm#usingTheTreasureTable) and scroll down for the table. It lists appropriate treasure based on the CR. Roll percentile for each column. If you get any magic items, go here (http://www.d20srd.org/srd/magicItems/magicItemBasics.htm) and scroll down to the "Random Magic Item Generation" table. Roll percentile to see what kind of item you got. Then, the table links to the various kinds of magic items. Roll percentile, again, to figure out which item is called for.

Personally I like the MiC tables a lot better, since they give a much wider variety of treasures. There's only so many times you can throw in a Trident of Fish Command before it starts getting boring.
