Witch King of Angmar

Would it be possible to make the Witch King of Angmar from LotR in PF?
I was looking for a way to make a character close enough to one of the coolest Villains in LotR.

Templates/3PP are out of the question (GM doesn't allow them)

Then maybe Cleric. Though with the right buffs, a wizard can do anything.
