Is there any reason for why you couldn't apply the concentrated fire ink on a creature that isn't fire-resistant to permanently brand + sicken them?

It would sicken those creatures until they removed it, yes. This helps ensure that only Ifrits, Tieflings and the like get the permanent tattoos. (Much like how in Dragon Age, only Qunari wear their racial face tattoos, called Vitaar.)

The problem is that (a) it takes 10 minutes to apply to anyone, so you're extremely unlikely to be doing this in combat and not to anyone who isn't restrained in some way, in which case you could just kill them, and (b) it seems like it would be easy to get rid of. Spirit of Wine explicitly dissolves ink, and Universal Solvent should work here too. Depending on your reading, Erase and Prestidigitation might get it off also.

The permanent version of Fire Ink (http://www.d20pfsrd.com/equipment---final/goods-and-services/books-paper-writing-supplies#TOC-Ink-Fire) would be usable for, say, a prison brand, sure.

Beyond that? Not so useful. OK, if you need a permanent Ex light source on your body, it's possibly worth the 40 gp if you've got Fire Resistance from something that won't go away in an antimagic field. Mind you, in Pathfinder, Light (http://www.d20pfsrd.com/magic/all-spells/l/light) and Dancing Lights (http://www.d20pfsrd.com/magic/all-spells/d/dancing-lights) are at-will, torches are just 1 cp each (http://www.d20pfsrd.com/equipment---final/goods-and-services/hunting-camping-survival-gear#table-illuminations), and "Fully 30% of magic weapons shed light equivalent to a light spell" (http://www.d20pfsrd.com/magic-items/magic-weapons) so there's much more straightforward ways of lighting up the area that are less problematic the rest of the time.

I was planning on using it for things like brands. Wasn't planning on using it as a light source, just the permanent-ish sickening.
