When using the Dragon Cohort feat to gain a true dragon as a companion, should you use the ability scores right out of the book or should you roll stats and then modify them accordingly? For example something with a printed con score of 13, would get +2 added to whatever was rolled. I'm guessing its really up to interpretation, but when you take the leadership feat and get a cohort, you don't get a human with all 10s and 11s as scores. (well I guess you could but it would suck)

Ask your DM, because afaik it's not spelled out anywhere.
The method i use (for any NPC that isn't a mook, including cohorts) is giving it the elite array.

Not sure for Dragon Cohort but there is precedent for rolling stats on an Animal Companion from Masters of the Wild so it could be extended to other minions as well. However, generally I would just stick with the average peasant array.
