I have read stories about pseduodragons with charater levels, if my wizard has the improved familar feat can she train her psedodragon to be a wizard?

No. You'd want to look to Leadership for this (but then it would be a Cohort, not a Familiar)

Though, amusingly, a pseudo dragon with wizard levels and Improved Familiar could have another pseudo dragon as HIS familiar.

Not without a rather lot of DM fiat, no. Familiars advance based on the what the Wizard table says they get, not by class level. Doesn't matter if the base creature otherwise could.
