I'll keep this compact.

Premise:Playing with building Chaotic Incarnate for purposes of combat. Probably not as a PC. Elite mook? Miniboss? Whatever.
**Problem: Chaotic Incarnate Avatar increases Ranged Attack rolls, but Chaotic Incarnate Weapon is a Battleaxe. A non-throwable and non-finessable melee weapon.
****Solution A:WoTC is smoking the crack again. Just start again with a different concept
****Solution B:Incarnate Weapon automatically returns to hand and Incarnate have too low BAB to care about iteratives anyway. Make a character that throws said Battleaxe.
*****Subproblem: Throw Anything requires "proficiency with weapon". Incarnates aren't normally proficient with Battleaxes, just the made-of-incarnum variety.
******Subsolution: Just make sure you've got the Incarnate Weapon soulmeld shaped when you take the Throw Anything Feat, because you're proficient just then. It doesn't matter if the feat stops working when that soulmeld isn't shaped.

Does this sound legal?

That sounds perfectly legal to me. You're proficient with the battleaxe in question, so you can throw it.
