Yeah the title is a bit wonky, but I feel it accurately summarizes what I aim to do.

Okay so minor backstory: The setting I'm looking at running *Points to the link in the signature* has been cut off from the rest of the planar cosmology, keeping everything that was already on the world on it, and keeping outsiders out. Problem is, any outsiders that were ALREADY on the world got trapped and pretty much died off. Yadda yadda yadda, short of it is that the biggest and/or baddest of the outsiders (of all stripes) managed to save themselves by essentially turning themselves into a sort of consumable phylactery. It's not that easy to explain, but if you've read Ava's Demon (http://avasdemon.com/), then you'll have an idea of where I'm going with this (sidenote: seriously, read that comic it is beautiful and amazing and I love it so much).

Anyway, the mechanical idea is an artifact level potion that works like a combination of a pact (Power for a favor) and intelligent item that directly upgrades the drinker until said drinker dies or finishes the favor.

Pro: Power based off the outsider type of the potion (Devil resistances for the devil one, angel resistances for the angel one, etc) in addition to a short list of spell-like abilities (1/day, at will, etc.) based off the outsider in question, possible physical transformation as well (natural attacks, special attacks, etc.). Basically fusing a weakened version of the outsider with the drinker.

Cons: Outsiders have their own agenda. Failure to adhere to the agenda may cause a battle of wills resulting in the equivalent of a high level Suggestion spell (or straight up mind control in some cases, these cases being extreme "but we're too close, I won't let you screw this up now" situations). Plus side, the "battle of wills" is essentially the same sort of check you'd have to make for dealing with an intelligent item. Another downside would be the withholding of power in instances of displeasure (for actions that go against the outsider's immediate goals or alignment. An angel wouldn't let its vessel slaughter an orphanage for example and would withhold power and abilities).

The current outsiders planned are:
Archon (LG)
Angel/Agathion (NG)
Azata (CG)
Inevitable (LN)
Psychopomp (N)
Protean (CN)
Devil (LE)
Daemon (NE)
Demon (CE)

Along with elementals and fey.

Here's the problem though: I'm unsure of what sort of stats I ought to use. The idea was that the items mental scores would be based off the mental scores of a chosen outsider (Like an Astral Deva or something), but...yeah. Not sure if I ought to go with the most powerful of outsider on each list or if I should just sort of mix and match or what. Same goes for spells and abilities. Should I just mix and match from the outsider entries or just be like "Balor get X abilities/spells so those are what the players have access to"?

So, one question boss (I'm a player/co-developer of this setting), but how do these renew themselves? When the user dies, the bottle returns to its normal undrunk state?

That was more or less the idea. The outsider's soul reconstitutes itself into a new bottle with contents and, sometimes, a decorative stand or holder (Like a jagged pedestal of rough obsidian for a Devil or Demon flask).

Well, I think it'd be good thematically to have some of the potions go the "X creatures get X spells and abilities, so that's what the imbiber gets" route, but if you have some outsiders that you don't have set story-based backgrounds for you could figure out what abilities/stats you want for the potion and reverse engineer a unique villain/NPC/monster from there. That's a bit complicated, though.

"Wanna make a deal?"

"... Why is your pedestal growing out of someone's ribcage?"

Maybe each artifact is a variant of the Devilbound Creature template (http://www.d20pfsrd.com/bestiary/monster-listings/templates/devilbound-creature). Y'know, minus the summoning, unless you have the elemental ones... although, if the associated familiar was created (since the fluff for most familiars involves them being created not from souls but from the plane itself) and was also granted, it would be very interesting. Another idea, for at least varying them, is to make the different ones different... 'CRs' you could say. For example, go all out with the Angel vial, have it be a bottled up Solar. In fact, I might as well come up with a list now, with different options for a few:

(LG) Archon- Trumpet Archon (CR14) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/archon/trumpet-archon)
(LG) Angel- Solar (CR 23) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/angel/solar)
(NG) Agathion- Cetaceal (CR 15) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/agathion/agathion-cetaceal)
(CG) Azata- Lillend (CR 7) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/azata/lillend), Ghaele (CR 13) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/azata/ghaele), Brijidine (CR 17) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/azata/azata-brijidine)
(LN) Inevitable- Kolyarut (CR 12) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/inevitable/inevitable-kolyarut), Marut (CR 15) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/inevitable/inevitable-marut)
(N) Psychopomp- Morrigna (CR 13) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/psychopomp/psychopomp-morrigna), Yamaraj (CR 20) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/psychopomp/psychopomp-yamaraj)
(CN) Protean- Imentesh (CR 10) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/protean/protean-imentesh)
(LE) Devil- Contract (CR 10) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/devil/devil-contract), Nemesis (CR 18) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/devil/devil-nemesis), Pit Fiend (CR 20) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/devil/pit-fiend)
(NE) Daemon- Crucidaemon (CR 15) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/daemons/crucidaemon), Astradaemon (CR 16) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/daemons/astradaemon)
(CE) Demon- Glabrezu (CR 13) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/demon/glabrezu), Balor (CR 20) (http://www.d20pfsrd.com/bestiary/monster-listings/outsiders/demon/balor)

You might want to toy around with the rules on possession. The inspired from Eberron spring to mind as examples you may wish to follow I believe they also have rules on demon possession in that as well.
If you make the vial something like magic jar and the potion a fail save against it as you have become a willing victim to the spell it would also work as an "easy" way to refresh a new vial for later.

So, going off of the Devilbound Creature template, the creature that makes the pact would get: a +2 bonus to three ability scores, and a Spell-like Ability 3/day, sometimes more than one. I'd also allow the creature to have access to one of the creature's abilities or defenses, like SR and resistances. When pursuing something within the interests of the outsider in the vial, the ability scores would increase, the creature might get a more powerful SLA, and the defenses would go up.

Another idea is that, rather than a single drink, maybe the vial has to be carried around and drunk daily for the benefits to last, or its more like a mutagen, or an actual potion. Automatically renewing liquids is not something that would be alien to Pathfinder, after all.
