Is there any possible build using a heavy crossbows as main weapon even after 4th level, possibly without any 'enabling' feats?

Barbarian: extra attack
Bard: not proficient, Valor has extra attack
Cleric: Death, Tempest and War are only viable options
Druid: not proficient
Fighter: PLENTY of extra attacks
Monk: not proficient
Paladin: extra attack
Ranger: extra attack
Rogue: not proficient, but the most tempting class to take Weapon master feat because of reach finesse, slashing finese (skeletons!), but damage dice becomes quickly irrelevant
Sorcerer: not proficient
Warlock: not proficient
Wizard: not proficient

So only builds that remain are three cleric domains, if you are going Dex.

if you go beastmaster ranger (possibly into rogue at later levels, up to you), you should easily be able to deal with only shooting once per round. if you're really focused on no feats at all, that is. at level 5, you can order your beast to attack and make a single attack yourself. at level 11, you can order the beast to attack twice, and you should still get your single attack.

that and blaster warlock are the only DPR builds in the game i can think of where you don't really want feats.

it's really a big problem with non-casters in a game that claims to have feats as an optional system though... DPR generally relies heavily on feats to be particularly impressive.
