I thought I saw a race once or twice that was similar in concept to Tengu in pathfinder but not I can't find it on d20pfsrd.com. Is there one and I can't find it for some reason? Or am I thinking of a different system with this race?

No that wasn't it. I could have swore they were a playable race. I could be completely wrong or they may have removed it.
Hare hengeyokai from OA are the only ones I can think of off hand.
Unless you want those green things from Star Wars

The only thing similar to a Tengu is a Kitsune (http://www.d20pfsrd.com/races/other-races/uncommon-races/arg-kitsune)... but those are foxes. A real anthropomorphic rabbit is lacking (http://paizo.com/threads/rzs2pddb?Anthropomorphic-Bunny-Race)... but you could make your own (http://www.d20pfsrd.com/gamemastering/other-rules/creating-new-races).

It seems so. I have no idea where I saw the race I'm thinking of. Thank you all for the help.

Were you going to going to be playing a campaign in Mossflower or something with these kinds of guys?

Soratami (http://magiccards.info/query?q=t%3A%22moonfolk%22&v=card&s=cname) from Magic the Gathering's Kamigawa setting are a race of bunny-people that live on the moon (stealth Asian folklore joke.) They would be a good place to start if you're looking to create something.
You could make the facial features a bit more lapine on your version if you wish.

3e has Anthropomorphic animals, which could include rabbits.

There is the D&D 3.5 race of rabbit folk. Maybe you saw that?

There's at least two that are from third-party publishers. One is what Kaidinah posted, and the other is https://www.opengamingstore.com/products/races-the-lagos
